Introduction to certification


From March 17, 2003, Pai: the public authority for industry has implemented the international conformity certification program (ICCP) to evaluate and confirm the conformity of products imported into Kuwait. All controlled products must obtain the certificate of conformity (COC) issued by Pai's authorized organization before entering Kuwait, Certificate of conformity) can be successfully cleared.


From June 17, 2006, Pai revised the original ICCP plan into kuwai conformity assurance scheme (kucas) and cancelled the original ship test mode from September 1, 2006.


Control products


It mainly includes electronic appliances, automobile, chemistry, building materials and other five categories.


Application process


According to their own situation, customers can obtain COC certificate of customs clearance documents in two ways. However, in order to reduce the export risk, the general customers choose the way of export country application.


1. Destination country application:


1) Simple process: sampling test at port --- inspection --- if necessary: apply for TEC certificate --- apply for COC customs clearance.


2) After the products arrive at the port of Kuwait, Pai of Kuwait industry administration conducts full test at the port. After the test, Pai carries out technical inspection on the products. Pai shall audit the test report and inspection report, and issue the certificate of conformity (COC) for customs clearance after it fully meets the requirements.


Note: in case of high frequency of shipment, tec (technical evaluation certificate) can be applied to Pai based on test report. The validity period of the certificate is based on the test report and is valid within 2 years after the test report is issued. Within the validity period of the certificate, it is not necessary to submit a test report for each shipment, but to issue a TEC certificate.


2. Application by exporting country:


1) Simple process: sampling test at port --- inspection --- if necessary: apply for TEC certificate --- apply for COC customs clearance


2) If the product is in the exporting country, apply to the qualified laboratory for testing. After the test is completed, apply to the qualified inspection organization for psi before shipment, and obtain the technical inspection report (TIR). Pai shall audit the test report and TIR inspection report, and issue the certificate of conformity (COC) for customs clearance after they are fully compliant with the requirements.


Note: in case of high delivery frequency, customers can apply for ter (technical evaluation report) certificate based on test report. The validity period of ter certificate is based on the test report, which is generally 3 years for CB report and 2 years for other IEC reports. Within the term of validity of ter, it is not necessary to submit test report for each shipment, just issue ter.
